Reopening Resources
Financial Resources
Shenandoah County, the Commonwealth of Virginia and the country have all declared a state of emergency in response to the outbreak of the novel coronavirus, COVID-19, opening up resources available to small businesses to help them weather the uncertain times ahead.
- Virginia Main Street aims to support small businesses in the next phase of opening with the Hartbeat of Main Street Grant Program. The program will fund solutions that help small business owners respond and adapt to the COVID-19 pandemic, and also help to revitalize and strengthen older and historic downtown commercial districts. Grants of $5,000 to $15,000 will be awarded on a competitive and first-come, first-served basis. Click for more information.

The Rebuild VA Grant Fund is a program to help small businesses and nonprofits whose operations were disrupted by COVID-19. The statewide Rebuild VA program will provide grants of up to three times the applicant’s average monthly eligible expenses up to a maximum award of $10,000. Click for more information.
- The Shenandoah County Industrial Development Authority is offering interest-free disaster loans up to $5,000 to qualifying small businesses. The business must have less than 50 employees and under $1 million in annual revenues to apply. Funds are limited and will be evaluated on a first come, first serve basis. Ogden Newspapers has established a $1,000,000 grant fund to assist locally owned businesses with marketing during this challenging situation. -
Shenandoah Community Foundation launched a COVID-19 Emergency Relief Fund for local charitable organizations that are IRS tax-exempt or governmental entities. Information can be found on the Foundation’s website.

Unemployment
The Virginia Employment Commission offers unemployment benefits to those who have been separated from their job due to COVID-19. Beginning with claims effective March 15, 2020, Governor Northam has directed that the one week waiting period and the requirement to conduct a weekly job search both be suspended for those receiving unemployment insurance benefits.
