Background

The Downtown Utility and Streetscape Project is part of an overall economic development effort by the Town to revitalize Downtown Strasburg.  The project was originated by Hometown Strasburg, a Virginia Main Street affiliate, and will revitalize the King Street (Route 11) corridor by installing new:

  • Concrete and brick paver sidewalks;
  • ADA-compliant crosswalks with pedestrian safety features;
  • Street trees suited to a downtown urban area;
  • Water and sewer infrastructure
  • Curb and gutter; and,
  • Historic-style street lamps and signs.

The project area includes King Street (Route 11) from Capon Street on the west to the Strasburg Museum on the east. The video below shows the completed phase 1 of this project.

 

 

Status Updates

 

Phase I  included improvements to West King Street from Capon Street to North Holliday, and was completed in the summer of 2014.

 

 

Phase II will include improvements from Holliday Street to the east side of the Massanutten King intersection and is currently underway. There have been design delays regarding the construction of Phase II as the Town works with VDOT to prepare.

 

Phase II of the Downtown Utility and Streetscape Project has been awarded to Lantz Construction of Winchester (LCW), at a contract price of $1,175,700. October, 2019: The Downtown Utility and Streetscape Project will soon be moving to the intersection of King and Massanutten streets. Demolition, utility installation, and concrete pours of Stages 1 and 2 are complete as brick paver placing and landscaping begin. Trench drains are currently being installed in Stages 3 and 4. 

 

September, 2019: The Downtown Utility and Streetscape Project is right on schedule! Within Stage 1 and 2, the next step is pouring the sidewalks and installing light poles. Demolition has begun in Stages 3 and 4. Prepare for construction crews to overlap these stages during the next few weeks. 

 

August, 2019: The Downtown Utility and Streetscape Project continues progress along King Street and is expected to begin sidewalk demolition in Stage 2 between August 26th-30th. All underground utilities have been installed in Stage 1 and crews plan to pour concrete in the upcoming week. We remind folks to practice work zone safety during this time.

 

January, 2020: Phase II of the Downtown Utility and Streetscape Project was completed.

 

January, 2021: Phase III Update! Strasburg Department of Public Works (DPW) has awarded the final phase of the Downtown Streetscape Enhancement Project to Lantz Construction of Winchester at a contract price of $1,299,272.00.  The project area will encompass a section East King Street from the Massanutten/King Street intersection to the railroad crossing near the Strasburg Museum. The project began on January 11, 2021 and is scheduled to be completed by August 9, 2021.

 

March, 2021: Phase III Update! Lantz Construction of Winchester (LCW) has completed installation of new sewer collection mains and laterals in the project area. Water main and lateral replacements along with storm water improvements continue. In conjunction, sidewalk base and underdrain installation has started on the Southwest corner of the project area. The project is still scheduled to be completed by August 9, 2021.

 

July, 2021: Phase III Update. With underground utility installation complete, LCW continues to install sidewalk, curb and gutter. Work is primarily focused on the northern sidewalks working East to West. Once sidewalk installation is completed, LCW will begin light pole and tree installations.

September, 2021: Phase III Update. Sidewalk replacements, lighting and paving completed. Tree installation was delayed at the landscape subcontractors request due to high temperature concerns but will be installed soon as weather has cooled. Decorative bricks with names delayed due COVID production issues, will be installed once received. Project is in final inspection stage, two areas will require rework due to improper drainage.

April, 2022: Phase III completed.
